Способы взаимодействия:
1. Способы взаимодействия членов Общества «ВОЛНА» между собою для существования и функционирования Общества определяются в соответствии с настоящим Уставом.
2. Способами взаимодействия членов Общества «ВОЛНА» между собою могут являться взаимодействии через информационные сети или посредством личных встреч.
Взаимодействие в информационных сетях может быть представлено коммуникациями различного рода (группы, сообщества, каналы в социальных сетях и т.п.).
Все способы взаимодействия не должны нарушать установленных Правил Общества.
3. Взаимодействия посредством информационных сетей и посредством личных встреч равносильны между собой.
Сроки организации:
1. Сроки организации Общества установлены в соответствии с настоящим Уставом.
2. Общество организовано 1 августа 2025 года.
3. С 1 августа 2025 года общим решением членов Общество «ВОЛНА» стало носить имя Якова Петровича Полонского (1819-1898), русского поэта и прозаика.
The Regulation of Free Community of Literature, Sciences and Authorship (Community «FCLSA»)
The General provisions:
1. The Free Community of Literature, Sciences and Authorship (abbreviated as «FCLSA») or the Community «FCLSA» is a free voluntary association of persons or groups of persons who are interested (potentially interested) and (or) have hobbies in the field of culture (literature and sciences in the broad sense of these terms) and (or) have the ability to author texts (both artistic and non-artistic), formed on a non-commercial principle, as well as on the principles of equality, freedom and independence from all kinds of state and non-state institutions.
The names «Free Community of Literature, Sciences and Authorship» and «Community "FCLSA"» are identical and equivalent (hereinafter, for convenience of abbreviation, only the designation «Community "FCLSA"» or simply the Community is used).
2. The Community «FCLSA» is called a free society due to the fact that it is absolutely independent and free from outside influence (both from state and non-state institutions or individuals), has no principle of subordination to anyone or anything, and also due to the prevailing principle of voluntary entry into this Community, membership in it and withdrawal from it.
The Internal structure and Rules of the Community «FCLSA» are formed in accordance with these Regulation of Community.
3. The Community «FCLSA» preaches the ideas of universal equality and equal rights for its members, the principles of independence from outside influence of organizations or individuals, a non-profit approach, voluntary membership and participation in Community, apoliticality, as well as the principles of proclaiming culture as the highest value in the life of mankind, which in this Community takes precedence over the concept of statehood.
The Community «FCLSA» respects the rights and dignity of each of its members.
4. The main goals of the existence of the Community «FCLSA» are to popularize literature and science in a broad sense of these terms among society, to instill in people an interest in these branches of human life, as well as to preserve and develop them for future generations.
Also, the main idea on which the Community «FCLSA» is based is the proclamation of culture (literature, sciences, arts, etc.) as the highest value in the life of mankind and its predominance over politics and statehood in the minds of the members of this Community.
Also, an important goal of the Community «FCLSA» is to support and assist authors who can prove themselves in the field of writing texts of both an artistic (literary) and non-fiction (scientific or philosophical) nature, i.e. introducing new things into cultural life, creating new literary and scientific works. The Community «FCLSA» helps all its members, who are authors, to be heard and read by others.
5. The basic and main value that the Community «FCLSA» proclaims and for which it exists is culture. In turn, culture (as can be seen from the name of the Community) is literature, science, art, etc. in the broad sense of these terms.
Literature (i.e., the written achievements of the human mind) is recognized as artistic (poetry, fiction, etc.) and non-fiction (philosophical works and treatises, scientific and research works, etc.).
Sciences (i.e., the system of human knowledge and ideas about the world and the world order) are recognized in three branches: natural sciences, humanities, and technical sciences. Natural sciences reflect a person's knowledge of the world without the participation of the person himself, humanities – the totality of human thought and achievements, and technical – the totality of human knowledge and achievements in technology and technology.
Each member of the Community «FCLSA» decides for himself individually which branches and forms of literature and sciences to prefer and which ones to show interest in.
6. The Community «FCLSA» is categorically opposed to outside influence from state or non-state institutions or individuals. In addition, the Community «FCLSA» opposes the politicization of the cultural life of mankind, the excessive and harmful influence of politics on the spiritual and cultural development of people at any time and in any place.
The Community «FCLSA» is also an opponent of commerce in the cultural life of people. Every achievement of the sciences and arts should be considered universal, public property, to which everyone has the right to join without any restrictions.
7. Anyone can voluntarily join the Community «FCLSA» without any restrictions. The only condition for joining may be the presence or absence of a member's interest (potential interest) in literature, sciences, arts, etc. There is no commerce and is not allowed.
An incoming member enjoys all the rights and equal rights granted to him by the Community, has the right to participate in the life of the Community, and has the right to elect and be elected in the Internal Structure of the Community in accordance with the Rules of the Community. The sole responsibility of a member of the Community is to comply with the Rules after joining.
Also, any member of the Society may voluntarily and at any time leave this Community at his own request. The only exception may be forced exclusion from Community as a last resort for violating the Rules.
8. The Community «FCLSA» is an opponent of political and cultural boundaries between people, recognizes and respects the rights and dignity of every subject of human life.
9. In the Community «FCLSA», there is no consolidation of any language as fundamental or generally binding. The equality of languages (both natural and artificial) is recognized.
Communication between members of the Community is allowed in any language that is convenient and understandable to them. The development, practice, and cultivation of artificial languages are also encouraged. Artificial languages created and developed directly by one of the members of the Community are especially welcome.
10. The Community «FCLSA» exists and operates in accordance with these Regulation, has an internal structure and Rules set forth in these with these Regulation.
The Internal structure:
1. The Internal structure of the Community «FCLSA» is represented by the provisions set forth in these Regulation.
2. The internal structure of the Community «FCLSA» is represented by the presence of the Board of the Community, as well as the positions of the Organizer, Co-Organizer(-s), Chairman, Vice-Chairman, members of the Community and candidates for membership in the Community.
3. The highest authorized body is the Board of the Community, which includes all its members. The Board performs voting on various issues of the Community, including those initiated by the Chairman.
The Board of the Community approves the Chairman, decides on his disqualification in case of violation of the Rules, and also considers candidates for membership in the Community.
4. The Organizer of the Community is the person on whose initiative this Community was created as an institution. The Organizer is a kind of ideological inspirer of the Community, who came up with the idea of creating this Community and who brought this idea to life.
After the creation of this Community, all essential powers of the Organizer end there. The Organizer, like everyone else, is a full member of this Community, enjoys equal rights and bears equal responsibilities with all other members, and can participate in the life of the Community without any advantages or restrictions. The Organizer may also elect and be elected to the position of Chairman and participate in other votes of the Community. The organizer may also leave the Community at his own request, as well as all other members, and the company itself is not liquidated after his departure. For gross violation of the Rules, the Organizer may also be subject to a measure of exclusion from Community.
The Organizer may have (has) his (their) ideological colleague(-s) – Co-Organizer(-s).
5. A Co-organizer is a person who helped the organizer in creating a Community and its organization, in attracting potential members, campaigning, etc. A Co-organizer is a kind of ideological ally and assistant to the Organizer in creating a Community.
There can be one or several Co-organizers.
The Co-Organizer, like the Organizer, bears the equal rights and duties of a member of the Community without any advantages or restrictions.
6. The Chairman of the Community is an official in the Community, whose duties include internal control over compliance with the Rules by all members of the Community, as well as the function of external representation of the Community outside its borders (the «face of the Community»).
The Chairman is elected by the Board of the Community by a majority vote from candidates proposed by one of the members of the Community or self-nominated candidates. The Chairman is elected indefinitely and may leave his post if he expresses his will or if he is disqualified from voting in the Board of the Community for violating the Rules.
Only members of the Community may be considered as candidates for the Chairman.
The Organizer and Co-Organizer(-s) may also be elected to the position of Chairman.
After his election, the Chairman appoints a Deputy, but he may not do so (depending on the will of the Chairman) if he considers it possible to perform his duties without assistance.
After his election, the Chairman does not cease to enjoy all the rights and duties along with the rest of the members of the Community.
The Chairman's main responsibility is to monitor compliance with the Rules by all members of the Community. In case of violations by any of the members of the Community, the Chairman has the right to initiate voting on the application of penalties to the violator(-s) or to apply penalties to the violator(-s) independently.
The Chairman has the right to initiate voting in the Board of the Community on any issues.
The Chairman is the so-called «face of the Community », authorized to represent the Community in the outside world, can conduct campaigning and call for membership among non-members of the Community.
The Chairman decides on the acceptance or non-acceptance of candidates for membership of the Community from among those considered by the Council.
In case of violation of the Community's Rules by the Chairman himself, all other members of the Community may initiate a vote on the Board to disqualify the Chairman from his position. After the disqualification of the Chairman, the Board decides on his future fate (remaining in the Community or his exclusion from the Community).
7. The Vice-Chairman of the Community is appointed by the Chairman as a personal assistant (optional).
The Vice-Chairman performs all necessary assistance to the Chairman according to his instructions and instructions.
If for any reason it is impossible for the Chairman to perform his direct duties, the Vice-Chairman completely replaces him.
Any member of the Community (including the Organizer and Co-Organizer(-s)) can become a Vice-Chairman.
After the Chairman ceases to exercise his powers (voluntary resignation or disqualification), the position of Vice-Chairman is automatically removed. The newly elected Chairman appoints a Vice-Chairman independently (even if it is the same person).
The Chairman may, at his discretion, remove one Vice-Chairman and appoint another. The Chairman may change his Vice-Chairmen as many times as he likes.
A Vice-Chairman may also initiate his own removal by refusing to continue performing his duties.
For violation of the Rules, the Vice-Chairman may also be subject to removal from office and imposition of penalties by the Chairman.
8. The members of the Community are equal participants in the life of Community, enjoy equal rights and bear equal responsibilities.
The members of the Community have the right to participate in the life of the Community, have the right to elect and be elected to the Board, and are also required to comply with the Rules of the Community.
For violation of the Rules, any member of the Community may be subject to a penalty up to and including expulsion from the Community.
The members of the Community join the Community voluntarily and may voluntarily leave the Community at any time.
9. Candidates for membership in the Community are persons who have expressed their will to join the Community.
Prior to the decision on their admission to the Community, candidates are not considered members of the Community, and they have no rights or duties in the Community. After the decision on their admission to the Community, candidates become members of the Community.
The decision on the acceptance of certain candidates is made by the Chairman after consideration of the candidates by the Board of the Community.
The Rules:
1. The Rules of the Community «FCLSA» are represented by the provisions set forth in these Regulation.
2. The rules of the Community «FCLSA» are generally binding for each member of the Community.
In case of violation of the Rules by any of the members of the Community, the issue of applying penalties to the violator may be raised at the Board of the Community.
3. Penalties against the violator are represented by the following sanctions (in ascending order):
– warning;
– strict warning;
– deprivation of the right to vote for a certain period of time;
– exclusion from Community.
The decision on the application of penalties is made either by voting at the Board of the Community (for serious violations), or by the Chairman of the Community independently (for minor violations).
The Chairman of the Community has the right to independently apply a warning and a strict warning to minor violators, since voting is not required for these sanctions. Decisions on the deprivation of the right to vote or exclusion from the Community are taken by voting at the Board of the Community.
