My opinion: Chaos is breathing beyond all laws. It does not belong to anyone: neither to the Grandfather, nor to the Father, nor even to the Creators. They can use it, but they don't control it completely. And therefore Chaos is the most mysterious force. He is the oldest and will be after all.
It turns out that each Universe has its own "little Chaos", like a home volcano. But at the heart of all of them is one huge ocean of Primordial Chaos, which sometimes winks at the Creators: "And I'm here. Without me, you wouldn't have appeared."
